Every major jurisdiction in Northern Virginia has a leash law. The details differ — some are strict liability, some require the owner to have "permitted" the dog to roam — but the practical takeaway is the same: leash your dog in public, everywhere in NoVA, unless you're inside a designated off-leash area.

Fairfax County — § 41.1-2-4

Fairfax County Code § 41.1-2-4(a) states that no dog shall run "unrestricted" in the county. It's a strict law — the owner doesn't have to have known the dog was loose to be in violation. Exceptions: dogs lawfully hunting under direct supervision, dogs in formal obedience classes or shows, sanctioned field trials, and dogs in areas the Board of Supervisors or Park Authority has designated as off-leash dog exercise areas. A dog found unrestricted may be impounded.

Arlington County — § 2-6

Arlington County Code § 2-6 requires that all dogs be kept "secured by a leash or lead, and under the control of the owner or other responsible person," or within the owner's property limits. Like Fairfax, it doesn't require the owner to have "permitted" the escape — the standard is strict. Violations are Class 4 misdemeanors (fine up to $250).

City of Alexandria — Ord. 5-7-35(a)

Alexandria City Ordinance 5-7-35(a) makes it unlawful for an owner to permit a dog to be off the owner's premises unless the dog is "under the control of its owner or a responsible person capable of physically restraining the dog and kept secured by a leash." Note the word permit — Alexandria's ordinance targets owners who allow the dog to be off-leash, a slightly different legal standard than Fairfax and Arlington. An electronic collar does not count as a leash under Alexandria's code. Civil penalty: $50 ($100 for repeat violations within 12 months). Dogs are also prohibited on public playgrounds and school property, even leashed.

Loudoun County — § 612.13

Loudoun County Code § 612.13 ("Running at Large") states that no dog shall be off its owner's property without being on a leash, and the owner must maintain physical control. Off-leash is allowed in securely fenced, designated dog parks under the owner's immediate supervision. Notable exceptions: lawful hunting, formal obedience classes, service animals (where a leash would interfere with their work), and — uniquely — dogs under immediate control in unincorporated areas zoned at fewer than two housing units per acre (Loudoun's rural west).

Prince William County — § 4-23

Prince William County Code § 4-23(a) makes it unlawful for an owner to "permit or allow" a dog to run at large, defined as off the owner's property and not under control by leash, cord, or chain. (Townhouse and condo common areas don't count as the owner's property.) Owners of dogs found running at large in a pack face a $100 civil penalty per dog. Exceptions mirror the other counties: hunting, obedience classes, field trials, and county-designated dog parks.

Fauquier County

Fauquier County enforces a dog-at-large ordinance (confirmed via county court records), but we couldn't verify the specific ordinance number or its exact leash requirements from published sources as of October 2026. Fauquier is largely rural, and enforcement practice may differ from the suburban counties above. If you live in Fauquier, check with Fauquier County Animal Control for the current rules.

Virginia state parks: 6-foot max

Wherever you are in Virginia, state parks play by their own rule: 4VAC5-30-200 requires dogs on a leash no longer than six feet in all Virginia state parks. This overrides any county leniency the moment you enter park land. Pets are also barred from state park beaches, bathhouses, visitor centers, and designated swim areas.
