Where a chain's policy varies by location or where state or local law can override it, we say so plainly. Policies change, so when in doubt, call your local store before you leash up.
National chains with corporate dog policies
Seven national chains whose corporate offices publish an official dog policy. Company policy is the floor, not the ceiling: individual stores can be stricter, so the notes below flag where to call first.
Lowe's
Lowe's has one of the clearest dog policies in retail. Their official pet policy page states that Lowe's is a pet-friendly store welcoming service animals and pets. Dogs are expected to heel or walk calmly and must be leashed, harnessed, or carried while inside.
Dogs welcomeTractor Supply Co.
Tractor Supply's own site says it plainly: "We welcome all animals to our stores as long as they are leashed." That covers dogs, cats, and the occasional farm animal. Keep your dog leashed and under control, and you're good.

The company's help page states that its retail stores are considered pet friendly, and pets are allowed in the store except where specifically prohibited by state or local laws. Leash your dog and check for any posted restrictions at the entrance.

PetSmart's official In-Store Pet Policy permits domestic dogs and cats in stores, provided the pets are appropriately secured (leashed or safely confined) and vaccinated as appropriate for the type of pet. In practice, many locations are lenient and regularly allow well-behaved leashed dogs at the manager's discretion, but that is not the written policy. Merrifield Garden Center
Their official site states that all Merrifield Garden Center locations are pet friendly and welcome friendly dogs, with dogs required to remain on leash at all times. Wandering the greenhouses with your dog is one of the better weekend errands in NoVA. The Gainesville location even has its own dog park on site.

- Call your local store first: corporate policy is one thing, and the manager on duty is another. A two-minute call beats a wasted drive, especially at chains where enforcement varies by location.
- State and local law can override a corporate policy. Several chains note that pets are allowed except where prohibited by state or local laws. Stores that sell open or unpackaged food are often required to exclude pet dogs by health code, so don't assume a general retailer's policy extends to its food aisles.
- Grocery stores and open-food sellers are generally service-animals-only. Health codes in Virginia prohibit pet dogs in establishments selling open food, which is why grocery stores, big-box stores with in-store food prep, and similar retailers don't make this list even if you've heard otherwise.
- Keep it leashed, keep it clean: every policy above requires dogs to be leashed (or carried/confined) and under control. Bring waste bags, and if your dog is having a loud day, skip the trip.
